Both bills aim to modernize Ohio’s energy infrastructure and tackle power supply shortages driven by increasing demand from energy-intensive industries like data centers.

Key Provisions in SB 2 and HB 15:

  • Repeal of Electric Security Plans (ESPs): Eliminates costly riders that have burdened ratepayers.
  • End of Subsidies: Removes coal plant subsidies tied to the controversial House Bill 6 (2019), saving consumers millions.
  • Streamlined Regulatory Processes: Accelerates reviews for rate cases and energy project approvals.
  • Tax Incentives for New Energy Projects: Reduces tangible personal property tax rates to encourage energy generation investments.

Both bills preserve critical programs like interruptible transmission services and allow mercantile customers to operate behind-the-meter generation facilities. Importantly, utility ownership of new-generation facilities is prohibited, ensuring market competition.
